I think what Alan means is that a million spent in a race early in the season hurts more because it will miss in his pocket for the rest of the season. It doesn't come magically back after the race... and that's okay because hiding your components is an advantage and therefore should cost something. If I could use a spare million to hide my teams and then would get it back after the race, I would use that feature every time I don't use my whole budget for my team. But since a spent million is a million spent, I only use that feature in very rare occasions, when it brings me a huge advantage.

No, you only have spent 1 Mio. in race 11, because you decided to hide your team components.
Excerpt of the rules:
1.3.4. Secrecy (only for Pros and Experts):
The tactical component 'Hide team components' costs 1 Mio. per race. With this option activated, the actual team components (including the last team changes) are invisible for all of the other players on the whole PFRL pages. Once activated and saved the setting cannot be turned back again. The free changes (3 before every race) will not be affected by this action.

You just select the 1 Mio. for the secrecy prior to the race (drop down menu, team edit page).
This 1 Mio. is set to zero while the database is locked.
So you spend 1 Mio. (not 2!) whenever you decide to hide your team components.
